Forty kids from across America arrive in Bonanza City for 40 days, to form a new society in a ghost town that died in the 19th Century. Disorder erupts among the Pioneers, prompting the Town Council to make some tough decisions regarding law and order that do not sit well with everyone in Bonanza City.
The Council decides that all the Kids should attend a religious service, but conflict arises when the kids decide not to go. The kids fight over which religion is right until Morgan unites everyone with a bonfire and common prayer. The Council awards Morgan the fourth Gold Star.
While the Pioneers are excited to learn that they'll have the chance to choose new Town Council leaders, the current Town Council must now campaign for re-election. The kids give speeches and make banners. Laurel, Anjay, Guylan and Zach make up the newly elected council.
The Pioneers must find a new solution for trash disposal when flies and rats infest the town. Taylor doesn't want to follow directions now that she's been voted out of the council. DK gets fed up with the fighting in town and thinks about going home.
In order to make money, some Pioneers begin selling goods on the street which impresses some and offends others. Meanwhile, Divad makes posters trying to convince others to give her the Gold Star, but some feel that she is bribing others for support.
The kids are getting bored, so the council decides it would be a good idea to have a talent show and the kids respond positively to the suggestion. The town council decides to mix things up and trade some members, but Laurel is happy with her members and refuses to trade any of them. When the council makes the announcement the town members are upset. Blaine gets a Gold Star and Randi decides to go home.
The town is unhappy with the new Town Council and holds elections, resulting in an entirely new Town Council. Greg and Blaine lead the kids in a game about communication and respect. The town wins the reward and gets letters from home. The Town Council awards Laurel the Gold Star.
The kids argue again over whether or not to kill the chickens that some kids have been treating as pets. The Town Council bans Taylor from having fun, and she has a surprising reaction when her friends brag about the good times they're having without her. Meanwhile, the Council makes an interesting choice when they pick a law enforcer for Bonanza City. Hunter is awarded the Gold Star.
Sheriff Sophia gets everyone to do their jobs by rewarding them with time in the Arcade. Sophia also tests how much the kids are willing to do by charging them to step onto a particular plot of land.
