Keith Powell proposed to his girlfriend of three years, visual artist Jill Knox, his rep confirms to Us Weekly.

The actor, best known for his role as "Toofer" on NBC's 30 Rock, surprised Knox with a picnic in the Hollywood Hills section of Los Angeles.

Powell had the romantic milestone all planned out -- with bystanders waiting in the park to help him serenade his bride-to-be. For the big moment, he gave Knox a fortune cookie with a message inside that asked, "Jill Knox, will you marry me?"
And Knox said yes! The couple hasn't set a wedding date yet, his rep tells Us.
