One of the most exciting aspects of the upcoming season of "The Walking Dead" is the inclusion of the Governor. The Governor is considered as one of the most evil characters ever to reside within the pages of comics. As in the comics, he should personally kill some of the survivors in Rick's group to add to the impacts of his evil on TV.
In the comics
The Governor personally killed Tyreese, Hershel, Lori, and her baby. Every opportunity is taken by Robert Kirkman (creator/writer) to ensure the character is dark as possible. He is the antithesis of Rick Grimes as the main character tries to do everything to support his group while the Governor does everything to promote himself and hold power over Woodbury. Sometimes Rick appears close to crossing the line into becoming an amoral person whereas the Governor crossed that line a long time ago.
Symbolism
By killing Tyreese, the Governor took away the man who had quickly become Rick's best friend and his right hand in controlling and protecting the group of survivors. By killing Hershel, the evil leader of the Woodbury survivors destroyed the provider of food for the group and one of Rick's greatest advisors. By killing Lori and the baby, the Governor showed how he had no respect for any type of life and took away half of Rick's family unit. As Rick's position in the property is to provide for and protect the group, the Governor symbolized the taking away of everything Rick cared about and worked toward.
Fans need to hate him
Fans of the comic loved to hate the Governor because they were exposed to exactly how dark he was. The same needs to happen for fans of the TV show and one of the easiest (and least controversial ways) would be to have him kill an important character or characters on the show. In the pages of the comics, the Governor committed acts of rape and torture which would be almost impossible to show on the TV program. Making him into a cold-hearted killer of characters fans care about would easily translate into hatred for the man who poses the greatest challenge to Rick.
Who should he kill?
To make the greatest impact, the Governor would have to kill at least one of the top characters on the show. Of course, Rick and Carl cannot be killed since one is the main character of the show while the other is Rick's reason for living. Lori, Hershel, Andrea, Glenn, or Daryl would all make an impact if killed by the Governor. Carol, T-Dog, and Maggie are all important to the show in some way but have not become frontline characters and would have reduced impacts on the fans if they were lost. The Governor needs to kill someone important to live up to his comic book counterpart.
