A rookie cop soon learns the ropes when he's assigned a beat with sexy, rule-breaking veteran Nora Hugosian. They begin to have an affair, but it is short-lived when a killer dressed as a cop begins a deadly spree and perpetrators arrested by Hugosian begin turning up dead. Each of the victims has something in common; they had won their court cases on technicalities, making Nora the prime suspect.
