The D.A.'s office attempts to put an end to the web of police corruption plaguing the city. While at a meeting Maureen is murdered. Annabeth must find her killer and in order to do so, she has to make another deal with Veeder. Meanwhile, Conlon must fend off accusations that he was aware of his campaign managers corruption. less

Although she is still receiving death threats from the first trial, Annabeth pushes to prosecute an accused dirty cop, Veeder, again after a missing witness, who could have helped convict him, is found dead. She finds another girl who helps them to get information on Veeder and he is found guilty. Veeder talks to Annabeth and names a co-conspirator--someone from the prosecutor's office, Peter Durkin. Meanwhile, Maureen finds a warning message in her car which has been broken into. less
