Jack Mannion is a champion of the underdog and an avowed crimefighter whose revolutionary tactics resulted in a 50 percent drop in crime in Boston and Newark. When the mayor of Washington, D.C., Ethan Baker, needs to hire a new police chief, his young deputy mayor, Mary Ann Mitchell, champions Mannion for the job, hoping the outsider can clean up the streets of her home town. Mannion is greeted with hostility by Police Headquarters, who expected Chief of Patrol Joe Noland to land the job. Mannion and public relations whiz kid, Nick Pierce, set up their crime fighting team, which includes: Ellen Farmer, a hard-working statistics clerk; Temple Page, a young former Marine; Danny McGregor, a Royal Ulster Constabulary cop from Belfast; and Nancy Parras, an intuitive officer working as Mannion's assistant. Together, they form a modern-day "Untouchables," determined to make the District livable for all its citizens.
