Why an RUC officer?

I know this will sound sad to the many fans of The District but I only saw it for the first time around a month ago. Despite seraching on the internet I cannot find out why an RUC officer was on the force. Can anyone help me? Thanks

Jack Mannion is a champion of the underdog and an avowed crimefighter whose revolutionary tactics resulted in a 50 percent drop in crime in Boston and Newark.
