Santos helps Cliff by agreeing to secretly return along with other "yea" votes. Toby is confronted by children involved with the Future Leaders in Democracy seeking a discussion on lowering the voting age in America. A man from Fish and Wildlife comes to Kate with news that American hunters are being held hostage in Canada and she must defuse the situation before invasion becomes an option.
